Engineering Services for Small Public Water Systems

Brelje & Race provides specialized services for small public drinking water systems. Through experience with the smallest State-regulated systems, our engineers understand that these systems can face significant technical and operational challenges. We apply our technical expertise and regulatory knowledge to provide comprehensive planning and civil engineering services for small public water systems throughout Northern California.

We work with all classifications of public water systems regulated by the State Water Resources Control Board, Division of Drinking Water (DDW), including:

Transient Noncommunity Systems - Serving fewer than 25 residents or year-round employees including rural businesses such as wineries or restaurants.

Nontransient Noncommunity Systems - Serving a larger non-resident population including rural schools, office buildings, and commercial developments.

Community Water Systems - Serving 25 or more residents, including mutual water companies and special districts.

Each system, regardless of size, requires reliable water sources, treatment, storage, and distribution infrastructure. Our team designs and supports these systems to meet regulatory standards while remaining manageable for operators with limited resources

Regulatory Compliance & Permitting Expertise

Navigating California drinking water regulations can be complex. Brelje & Race offers:

  • Support in preparing necessary compliance forms
  • Development of Preliminary Technical Reports for new systems
  • Streamlined submittals that minimize revisions and accelerate approvals

Our established relationships with local agencies enable efficient permitting and faster project delivery.

Water System Design

We design and optimize small-capacity treatment systems for both surface water and groundwater sources. Our expertise includes treatment solutions for turbidity, pathogens, iron, manganese, arsenic, hardness, and other water quality issues. We provide design of storage and distribution facilities including potable water storage tanks (from fewer than 5,000 gallons to more than 200,000 gallons), booster pump stations, pressure-reducing and other control valve stations, and distribution piping. We coordinate closely with system owners or board members and their chosen certified operators, suppliers and contractors to develop solutions which will meet the needs of all stakeholders. Our designs prioritize reliable, low-maintenance solutions that are appropriate for systems without full-time operations staff.
